Warehouse massively parallel decision support–business intelligence database query
appliance; object-oriented JavaTM and CORBA® technology development applied

Program Manager
Plan and drive on-time development and release of large Electronic Data Warehouse platform. Implement development and support of highly available, highly scalable computer systems for critical business transaction applications such as NonStop servers used in 90% of the world’s stock exchanges. Coordinate with multi-disciplinary architectural teams, as well as junior program managers, providing training, mentorship, and guidance. Conduct sponsor coordination and alignment, critical path analysis, dependency management, and risk and issues management. Negotiate technology-licensing agreements for standards-based middleware applied to systems. Develop process improvements for earned value analysis, critical chain management, schedule predictability, and defect removal practices.
Key Achievements:
- On-time release of 128-processor massively parallel Electronic Data Warehouse platform.
- Program managed 20-member, 2.5-year project to develop and release Port Java "HotSpot" technology to NonStop (Tandem) OS MIPS processor representing 200% improvement in cost and schedule control.
- Rescued troubled Denali 2 Program: 100-man, 1.5-year program to deliver massively parallel database application to achieve first-ever product delivery ahead of advertised release date.
- Reduced estimated costs from $3.6M to $2.4M for the merger of two programs where the operating system of HP’s Hotspot technology would be ported to Sun’s NonStop operating system on MIP-based product.

Led nationwide, multi-corporate team to formulate creative alternatives and solutions for new $500M, 15-year fixed-price contract to support Wide-Area Network for Air Force flight simulators. Coordinated multi-discipline team for development, implementation, and support of healthcare IT Infrastructure upgrade and rollout. Resolved troubled projects in sister organization.
Key Accomplishments:
- Managed programs that obtained $1M follow-on award for A-10 support program, won $800K/year task contract to develop and operate electronics test equipment, and won phase 1 of $500M, 10-year contract for Distributed Mission Training.
- Improved contract performance and ultimately division profitability by 50% and improved definition and repeatability for key technical and programmatic processes.
- Mitigated risks by adopting quantitative risk management approach that established objective criteria for probability of occurrence and impact in three key areas of schedule, cost, and technical performance, receiving high marks for risk management from government evaluation team.
- Spearheaded effort that won contract for $2.5M feasibility study with acceptance “as is” by 14-member team of government experts, including key members of the Software Engineering Institute.

USAFE SETA Program Manager, European Division Manager – Ramstein, Germany (2/1992-7/1995)
Program managed $25M, five-year technical services contract for the US Air Force in Europe. Implemented effective and repeatable cost methodologies and substantially improved accuracy in business plans and margin analyses. Developed resource plans, schedules, budgets, and timelines. Demonstrated effective interaction with clients and staff at all levels. Coordinated successful simultaneous development of numerous projects involving technical support for intelligence networks, computer war-gaming systems, and battle-management systems. Dealt tactfully and effectively with difficult customers and coordinated activities with contractors and subcontractors. Consistently resolved problems and maintained friendly and effective business relationships and growth. Provided leadership and supervision of highly skilled professional staff to plan and manage computer-assisted exercise Wide-Area Networks for Warrior Preparation Center in Europe.

Systems Engineer (6/1983-2/1992)
Provided systems integration and engineering technical services to various government agencies, primarily the Air Force Laboratories at Wright-Patterson Air Force Base. Coordinated the successful simultaneous development of several projects, ensuring that aims, goals, and objectives were accomplished with outlined priorities, time limitations, and funding conditions. Generated successful business plans, wrote performance reviews, and managed 20+ employees. Designed and implemented distributed computing architecture for commercial practice design of B-1B Aircraft Simulator. Designed and implemented flight station employing quaternion equations of motion and digital control system modeling techniques.
